PM issues Circular No. 39 on procedures to be implemented Thursday

Prime Minister, Bisher Khasawneh issued Circular No. (39) of 2021 issued on the basis of the provisions of Defense Order No. (19) of 2020, which sets out procedures that will be implemented as of Thursday, July 1, 2021, in light of the repercussions of the Coronavirus crisis.

The text of the circular follows: According to the provisions of article (eighth) of Defense Order No. (16) of 2020, and Defense Order No. (19) of 2020, I decide to issue the following circular:

First: 1- Individuals mobility is prohibited in all areas of the Kingdom from 1am until 6am all days of the week.

2- Notwithstanding what was stated in paragraph (1) of this article, whoever obtained a certificate of the Covid-19 vaccine (two doses) is allowed to move in all areas of the Kingdom during curfew hours.

3- Businesses in all areas of the Kingdom shall be closed from 12am until 6am, with the exception of businesses that the Prime Minister decides that the nature of their work requires otherwise.

Second: 1- The movement of people is allowed in the city of Aqaba and the Rum and Disi camps at all times throughout the week.

2- Businesses in the city of Aqaba and Rum and Disi camps are excluded from the closing hours stipulated in paragraph (3) of article (first) of this circular.

3- To enter the areas stipulated in paragraph (1) of this article, it is required that more than (21) days ought to be passed since the person received the first dose of the Covid-19 vaccine, and that he shouldn’t have missed the date of the second dose of the vaccine, or conducting a PCR test (72) hours before for everyone over six years old.

Third: 1- Wedding halls, facilities for organizing and holding parties, and banquet halls are opened in hotels, and they are allowed to work at the times specified for that at a rate of (50%) of their capacity, provided that it does not exceed (100) people.

2- Stadiums and gymnasiums shall be opened, and the public shall be permitted to be present in them at a rate not exceeding (30%) of their capacity.

3- Subject to paragraph (1) of this article, it is allowed to hold social invitations in private homes, provided that the number does not exceed (50) people in the outer courtyards and (30) people in the inner halls.

4- The provisions of this article do not apply to meetings held by the constitutional authorities.

Fourth: Professional examinations are allowed, provided that protocols and measures decided by the concerned authorities are adhered to.

Fifth: The establishments stipulated in this circular shall abide by the provisions of defense orders, circulars and instructions related to public safety, work procedures protocols and preventive measures decided by the Ministry of Labor and approved by the Ministry of Health, provided that the facility begins to operate after completing the required procedures and signing the necessary undertaking for that.

Sixth: 1- The provisions of Defense Order No. (30) of 2021 shall apply to the facilities that are opened under the provisions of this circular.

2- The provisions of Article (First) of Defense Order No. (22) of 2020 shall apply to anyone who violates the provisions of Paragraph (3) of Article (Third) of this circular.

Seventh: 1- The provisions of Paragraph (1) of Article (First) of Defense Order No. (16) of 2020 do not apply to gatherings stipulated in this circular.

2- Circular No. (34) of 2021 shall be cancelled.

Eighth: The provisions of this communication shall be effective as of Thursday morning, 7/1/2021.

Ninth: The Prime Minister may amend any of the provisions of this circular by virtue of circulars he issues for this purpose.
